Management Organization
The Essex Information Assurance busienss unit is organized into two primary Divisions:
Vice President Dr. Myron L. Cramer
Dr. Myron L. Cramer founded and manages the Essex Information Assurance business unit. He brings over 30 years of experience in government and commercial technology programs.
He is a recognized leader in advanced technology programs. His experience spans many areas of technology and operations, including information systems and software applications; operational requirements analysis; engineering research, and development.
Dr. Cramer has held previous management positions with SAIC, Booz, Allen & Hamilton, and ARINC Research Corporation.
As a faculty member at the Georgia Tech Research Institute, he led investigations in Competitive Information Technologies, a program addressing the competitive perspective of information technologies as they relate to government and business. This area is known as Information Warfare or Information Operations; it includes techniques and technologies to gain a competitive advantages over competitors and adversaries.
As Senior Faculty Leader for the Secure Information Systems New Initiatives Group he developed new programs in network security, such as a new concept in real-time intrusion detection. He was a faculty member in "Information Revolution" research and education project addressing the consequences of the new Information Age. For commercial sponsors, he led an independent evaluation of the original internet banking application and evaluated a new internet service offering from a major regional Internet Service Provider. He founded and led GTRI's Software Process Working Group to implement Carnegie Mellon CMM software engineering processes.
Dr. Cramer holds Ph.D. and Master of Science degrees in Physics from the University of Wisconsin, Madison, and is a graduate of the Universtiy of Notre Dame.
Technology Division Director Christopher C. Valentino
Mr. Christopher C. Valentino manages the Technology Division. He has been with the IA Sector for its entire existence. His Division conducts research, development, and engineering in advanced areas of information technology and networking. This Division comprises the largest business unit of the IA Sector and includes Project Teams in Maryland, Washington DC, Virginia, and New Jersey. This Division operates the sector's principal research and development laboratories.
He manages multiple government and commercial programs engaged in advanced research and development, demonstration, as well as operational support to large enterprise Information Assurance operations. His technical experience includes the design, development, and implementation of complex networked Information Assurance Systems. As a Division Director, Program Manager, and Principal Investigator he provides both technical and programmatic direction to customer programs.
As lead of product integration and implementation projects Mr. Valentino assures that all projects follow a stringent analysis, design, integration, and maintenance cycle. Past programs he has led include an effort to design a high-integrity, high-availability common security interface to serve as a standard integrated domain boundary system for a large enterprise customer. For several large enterprise customers, has been responsible for designing, implementing, and operating 24 x 7 network security operations. His laboratories and data centers provide an operational demonstration environment for products and techniques and are currently used to showcase the capabilities of enterprise information security products including firewalls, vulnerability analyzers, intrusion detection systems, routers, switches, encryption, identification and authentication systems, and virtual private networks among others.
Mr. Valentino is also responsible for establishing and operating our reseller agreements, relationships, and programs with selected Information Assurance product companies. These relationships are a core part of our business strategy.
Prior to the formation of Windermere and its acquisition by Essex Corporation, Mr. Valentino has held previous positions with Alliant Techsystems, The United States Naval Academy, and other information technology companies.
Mr. Valentino holds Master and Bachelor of Science degrees in Information Systems from the University of Maryland and is a member if IEEE.
Systems Division Director
Thomas M. Ruoff
Mr. Thomas M. Ruoff manages the Systems Division. He brings to this position 27 years of related experience, the last three of which have been with the IA Sector. His Division develops information technology systems, following a set of formal processes in accordance with Carnegie Mellon's Capability Maturity Model Integration (CMMI). The Systems Division is located in Maryland, and operates custom software engineering and testing environments and laboratories.
The Systems Division is currently engaged in programs developing high assurance solutions for cross-domain systems for the Defense Department. Project activities span the development, testing and implementation of information assurance systems to enable users to access and exchange information between networks and domains of multiple security classifications. These systems must satisfy the highest security responsibilities in the government; Mr. Ruoff coordinates with Defense department, Intelligence Community, and industrial information assurance specialists to ensure that the solutions are developed consistent with the latest security principles, practices, and technology.
Mr. Ruoff is a recognized expert in cross-domain and high-assurance test and evaluation practices, and has led the contractor-Government teams performing lab security assessments of guards and cross-domain systems for the National Security Agency (NSA). These evolved into the DoD standard evaluation methodology, documented in the NSA Guard Assessment Handbook. His experience includes the Common Criteria; he has served as a Technical Director of an accredited Common Criteria Test Lab (CCTL) where he led a team of computer scientists in training for and receiving Certification to conduct Common Criteria evaluations from the National Institute of Standards and Technology (NIST). His experience also includes the DoD and Intelligence Community Certification and Accreditation processes: DIACAP, DITSCAP, NISCAP, DCID 6/3, DoDI 6211.
Mr. Ruoff's military experience includes service with the U.S. Air Force where he was assigned to the National Geospatial Agency (NGA) as the Program Manager for the design, development, and implementation of a major information system. For this program, he led a large engineering team spread over multiple sites. His other assignments included assignments at NSA, the Defense Intelligence Agency (DIA), the 6545th Test Group, and the Air Force Flight Dynamics Lab.
Prior to joining Windermere and its subsequent acquisition by Essex Corporation, Mr. Ruoff held a position with Booz, Allen, and Hamilton, where he led programs developing Cross Domain Solutions for the NSA, Joint Chiefs of Staff (JCS) and the Defense Information Systems Agency (DISA).
Mr. Ruoff is an Adjunct Professor of Physics with Anne Arundel Community College. He holds a Master of Science degree in Engineering Physics from the Air Force Institute of Technology (AFIT), a Bachelor of Science in Electrical Engineering also from AFIT, and a Bachelor of Science in Physics from Syracuse University. He is also a graduate of the U.S. Air Force Test Pilot School's Flight Test Engineering Program.
